I know a lot has changed in the last few years so im asking, what is the best kind of carpet padding to use that doesnt
cost a fortune ? is a denser pad better ?

Are you asking specifically for HT use? I don't think it matters for HT use. I certainly wouldn't get the cheapest however, but wouldn't go for the most expensive necessarily. Denser pads can help deaden the sound of foot falls on the floor below if that matters to you.

Will also depend on what sort of carpet is going on top and how dense/thick that is. For example, some really low pile berber or industrial/commercial carpet may do better with a thinner underpad.

In our basement we have 1/4" thick 20x20" carpet tiles without any underpad at all. More in my build thread right here:
