It's a feature within the decoder called Dialog Normalization. Its intended function is to account for program material mixed at different target levels, so that as you go from trailer to trailer on a disc, or source to source that the volume levels aren't wildly different. The setting is encoded in the stream itself. Some decoders display it, while others do not. Regardless, it's not a setting per se, i.e. there's nothing to set or change. It's in the program.
