Barco 1209 red raster - no horizontal control

The red raster horizontal shift control doesn't do anything. Vertical works. I also tried the red pot on the shift/focus board (nearest to the back left chassis with the plastic cover) and it doesn't move the raster either. I've reseated the board several times. No red led's are lit on the diagnostic row. What's the likely culprit?
