Simple, HDCP compliant means that it will shut off analog output(RGB) if it detects a HDCP signal and does not detect the HDCP key from the display. Not all HDMI signals have HDCP encryption, as from a PC. SO it is HDCP compliant. Its a trick of advertising, yes it will pass an and convert an HDMI digital signal as long as there is not HDCP encryption on the source signal.
