Doubtful, and if it did the buttons would all be labelled wrong.

Yes, as long as the ECP uses the newer style remote and your remote has the jumpers that you can change to address it....
I don't know where the documentation is to know how to set the jumpers to control an ECP, but I know you can do it*(as long as its a newer style remote for your ECP, and not a "chiclet" style remote...).
The labels on the Marquee remote won't match what it does to an ECP, even the numbers don't match up...
