I downloaded a movie that i BOUGHT.... it has drm on it and wont allow me to stream it. How can i remove the drm and re-encode it???

What format?
Have you tried something like Handbrake? Except that's not really an un-DRM-ifier, more just a re-encoder. With DVDs you have to use something like AnyDVD to strip the protection first.

It was purchased and downloaded from a dvd website that gives the option of shipping a disc or downloading the movie...

I found this Remove DRM from WMV tutorial help, you may try it.
