I'm not sure I understand your question.
But I believe the general consensus is that a DE <3 is not detectable in video by the average viewer.
HCFR measures the difference between two stimulus (delta-E) so in theory it can measure to near zero. I've calibrated my PJ greyscale tracking with HCFR down to a delta-E of 1 or 2.

I try to calibrate to DE = 2 or less, but agree that 3 is probably below human vision threshold...
