What brand and model meter would be suitable to measure 11KV or better??

I have been looking but have not found any.

Usually any quality DVM can be used to measure HV. To that you get a special HV proble.

The probe steps the voltage down to a level that your normal DVM can read. So e.g. with a 1000:1 probe you can read 30kV and it only shows as 30V on your DVM.

For front projection sets? ONly the Sencore 7000 seems to work with these tubes, but if the glass is cracked such as in your tubes, nothing will bring that back I'm afraid.

Not sure where the cracked glass info came from. I have some tubes that would appear to have a short which is visible in the neck of the tube. I thought one of these units would be good to clear shorts.

If there's a bright glow in the neck, that means the glass has cracked somewhere on the tube, usually on the side of the tube. What you're seeing is the HV arcing in the neck of the tube.
