strange lines on rasters

I ended up cleaning them with a mix of 70% isopropyl alcohol and 30% water, and my trusty electronic toothbrush.

I then left overnight to dry, and then sprayed with PCB cleaner, and then air dryed with compressors in dental surgery. Just finished putting it all back together 25 minutes ago and she is running without a problem so far. Last time it took about 15 minutes long for the problems to resurface, so fingers crossed I don't see them tonight.

I know it's normal for lugs to glow a little when shutdown. But how about when you show a black screen? I've set G2 by eye how I normally do, in fact I'm probably slightly crushing the low end a little, but on a black screen the raster seems elevated. Is this normal behaviour for a lug?
