I don't think it looks like a scam at all. Other than the 'email before bidding' thing, there's nothing at all about it that looks suspect. Recent feedback on high-dollar items, similar items (surplus computer sh*t), and they take credit cards in ADDITION to PayPal. I'd say it's their standard listing format and they just don't screw with photos of the items.
As for shipping, they state this right in the auction:

Not a scam. Just a high-volume seller that hasn't been selling long and doesn't know how to maximize profits with photos and detailed listings.

PS - Not to mention, they have a ChannelAdvisor account set up for volume inventory/payment/order processing. That's way more work than any scammer I've seen go to.

That seller's website says he has a "450 sqft warehouse". That's no warehouse - it's a room. My basement has more square feet of sh*t in it than that.

I bought some tubes from him a few years ago, and got some great deals. I think he gets a lot of government surplus equipment from Sandia Labs, which is near Albuquerque. There used to be a lot of tubes coming out of there, but they seem to have dried up. I corresponded with him a few times, but he's clueless about tubes.

P19LUG03BMB BLUE CRT TUBE IN THE BOX. You are buying it AS IS! The unit is in good cosmetic condition with a small scratch here or there. All buttons, knobs, and switches are good and intact
Didn't know a tube had buttons, knobs and switches

I guess you could make an argument that the astigs have 'knobs', kind of...
Also, that's a nice lite burn marks on the facing there...

The place is full of it.
Refurbished, NOT. I guess that could mean anything, like they cleaned the outside of the PJ, made sure it powered up, no "real" testing. It would be a Crap Shoot, not unless you could see and test the PJ.
Shipping is just built into the price, they probably got the PJ's for next to nothing. The low price on shipping is just trying to make it look like you are getting some sort of steal of a deal.

As I remember, "Goldenruby" his name is Greg. I bought a set of used 07MS tubes from him back in my ECP days. They all got smashed in shipping. They were not packed correctly and as so, UPS rejected the claim. Greg told me not to worry, he'd take care of it. I was expecting a refund in the mail. Two weeks later, three new in box 07MS tubes showed up on my doorstep.
