Ampro 4300 power up mode

Can someone please confirm that an Ampro 4300 can be programmed to power up in a mode that will allow it to display video from the same selected input without any remote control commands required? I have a unit that displays a picture by just powering the unit up but have been told by another person that the remote control is required to even turn the unit on.

SOMETIMES they will "auto restart" with out the remote. If the power was turned off before the command for shut down from the remote,then when power is applied it will auto restart even tho you do not have a remote connected to it. And it will show a picture. They always turn on to the same channel they were on when turned off.
