The voltage of L14 is not very stable, and the fluctuation value is between 17.7-18.8v

Try to adjust the voltage to 16,8V with pot P3, shut down and restart the projector. Does the 17V diagnostic led is on ?

P3 adjustment is counterclockwise or clockwise?

If I remember correctly, clockwise is increasing and counter clockwise is decreasing the voltage. Just slowly adjust while watching the multimeter, and you'll see.

L14 is adjusted to 16.8V, but the voltage is not very stable, the maximum value is limited to 16.8v。。。 restart the projector, the fault is the same as before.

Ok, put the voltage back where it was and check the electrolytic capacitor C45, next to L14. It should measure 470M, but you'll have to check it out of the circuit (at least 1 leg disconnected).
Than check all those removable fuses for continuity.

Can't your multimeter be set to capacitance ? It should read 470uF (with a tolerance of 10%).

Ok. In the meantime, you can also check the safety resistors SR20 and SR70. No need to desolder those, just check for the continuity, like a fuse.
SR20 is close to the quadrupler, SR70 in upper-right corner of the SMPS (close to those big capacitors).
