Hey Boogieman, welcome!
The way the site works here is that I'll allow discussions on narrowing down a problem to the defective board level, but with the exception of sets that I'm no longer selling or supporting, I discourage discussions to nail things down to the specific component level. that's how I make my living, I sell projectors and repair boards, so it doesn't make sense (to me ) to assist down to the component level.
The 701s is right on the fringe of me not selling them anymore, but I do still sell 2-3 a year. That's also why I don't post service manuals for all but the oldest sets on the main site.
you've pretty much narrowed it down correctly to the power supply, that's as far as the troubleshooting goes for me I'm afraid. The SMPS is a pretty complex board, as are the various power supplies on it. While learning how to repair them, I've blown my share of these boards up in doing so, there are/were no training courses on how to repair them, and all manufacturers now probably won't even take your phone call, as they're out of CRTs at this point.
This site at this point is the largest website out there for CRT, so most CRT owners hang out or come here for assistance.
Depending on where you live, due to shipping costs, I charge between $200-275 to repair the SMPS, including return shipping. Let me know if you want to send it in. I also do a couple of mods to make them more reliable.
Cheers!
