Computer Loses Power

A computer was picked up from layaway. We turned it on to remove the password and the monitor didn't post, and it made a beeping sound (or a constant buzz--I can't remember). We tried different monitors unplugged and replugged all of the internal connectors, memory and boards. It progressively got worse. When I gave up it was cutting off after being on for 3 or 4 seconds, no beep or buzz.

I don't have components to swap out. I'll have to buy whatever I replace. What would be a good starting point?

Actually, either way, replace the power supply. IF it's a laptop, take the battery out. A properly working AC adapter will power the laptop without the battery in it.
