Well I brought this one upon myself Just puzzed on why it wont turn on...

Well there are still many reasons why it wont turn on so we have to try to find it. I would first like to see if the standby and on leds work so on the digital board, at connector BB409, are you able to remove 2 wires from the connector or would you have to cut them in order to do some testing? Also do you have a 100 ohm resistor?

I do have a 100 ohm resistor, and connector BB409 has no wires, however, I am able to desolder the leads of BB409 on the board it connects to. (which looks to be just a printed circuit board that connects everything to everything)

And in answer to your earlier question you asked last night, the switches on the digital board are positioned to where they were when I received it. I did not bump them or move them, so I have no idea if they are at denon settings.

I want you to try sending power to the green and red leds on the on/off board. But the circuit needs to be open as I dont want power going back through to the CPU. On BB409, pin 3 is green and pin 5 is red led. So disconnect those circuits how ever you need to. Use the 100 resistor to send the power through. When your ready to test you will plug in the receiver and turn on the master switch. On BB410, pin 10,11 is gnd and pins 12,13 are power. Try touching the leed of the resistor to gnd first to see if either one lights. If not then touch it to power. Do them 1 at a time.

Mac,
I'll be honest I am having a bit of a hard time deciphering what you said, so lets make sure I understood you correctly,
You want me to desolder leads 3 and 5 on BB409 - Done no connection to the daughterboard it connects to (I beleive thats what you wanted)
Pins 10 and 11 are ground on BB410 and Pins 12 and 13 are power on BB410, My observation is Pins 12 and 13 are soldered together by denon.
Now You want me to connect one end of the resistor to say Pin 10 ground, then Pin 12 Positive correct? and so on?
Just want to make sure I am getting this right

No, not correct. Have you already desoldered 3 and 5 on BB409?

I did want those 2 pins disconnected. It's just the testing part you didn't have right. So let me change my description.
Leaving pins 3 and 5 at BB409 disconnected, go to the front panel and to the board with the on/off and standby led. Locate CX101 on that board(you were here before).
Plug in the receiver and turn on the master switch. Now take that 100 ohm resistor and put 1 end in the connector CX101 pin 9. Then touch the other end of the resistor to pin 8 and see if the red led lights. it probably wont. If not then instead of that end in pin 8 touch it to pin 7, and see if the red led lights.
So your touching the resistor to pin 9 and 8 and if no led then pins 9 and 7.

Mac, The LED did not light between pin 9 and 8 with the resistor, and it did not light between pin 9 and 7 with the resistor

Ok, now we want to make sure we have a connection from the led board right to the CPU. So leave unplugged and set DMM to diode. You will be testing from CX101 connector right to the CPU pin numbers I give you. Make sure you test with your probe high on the CPU pin, right where it enters the chip.
First test, 1 probe on CX101 pin 10 and other probe on CPU pin 123. Should show short.
Second test, 1 probe on CX101 pin 9 and other probe on CPU pin 122. Should show short.

With one leed on Pin 10 CX101 and one lead on CPU Pin 123 the DMM reads 104
With one leed on Pin 9 CX101 and one leed on CPU Pin 122 the DMM reads 021
