Had a heck of a time getting this puppy off. They must have used half a tube of caulk to glue this on. Is it FUBAR now or can it still be used?

If the rubber is in good condition and not brittle it might be fine. Curt might also have a new one.

It's better if the cap is intact with no little edges missing.
But unless it has a split right through near to the clip, it should be ok.
Use a touch more Silicone RTV than they did, and make sure it forms a complete ring under the cap.

The Rubber is still soft. If it wasn't I don't think I'd have been able to get it off other than in little pieces.

I could replace it if anyone knows where to get a new one. Could one be salvaged from an old monitor or are they specific to the tube?

Clean it up and as said before use lots of silicone. The voltage rating of the cable is very important !
