I decided to order a new STR for IP01 rather than fight two boards for the swap. For $14 I suppose it wouldn't hurt to have a new STR for that Def. Board anyway. Should be here any day. I'll let you know how that little experiment goes.

If I knew you were ordering stuff I would of told you to replace the electrolic caps in that part of the supply. You may just have a bad cap pulling down the Vin.

Finally the tracking # reveals that this thing just got processed yesterday in Grand Rapids, Mi. I'd say this guy is not going to get any gold stars for shipping time.

Well, only a demented mind would think this is progress, but I finally replaced IP01, checked surrounding components, put it all back together, and lo and behold, I have five green lights. Still have a blinking DP06, but before I could check any further, I had smoke coming from the bottom of the adjacent signal board. I love the smell of bakelite in the morning.
I can't imagine how the signal board got into this mix, but until I can get both the signal board and def. board jacked up enough to investigate, I'm in the dark.
No doubt......more to follow.

Seems I fried Q070, a surface mount transistor on the bottom of the Signal Board. Don't have it out yet, but I'll have to check the associated surface mount resistors as well.
I'm at a loss how this thing got involved, but it could have been the original problem that led to the demise of IP01. At least I have some voltages now that I didn't have before, so we're getting there.

Soldering a surface mount transistor that is no bigger than a flea is not fun, especially when the original was completely obliterated.
Now have five steady, green LED's, and of course, the ever present blinking DP06. I take it from the Service Manual that the five green LED's are supposed to go off after a period of time. Since they're not, I suppose it is back to the drawing board with these new conditions. Since I'm now, basically, starting from scratch, feel free to jump in with any ideas.

Well I had a little time to look this over and I believe that when it goes into protection and dp06 is flashing, the question of the 5 leds going off only applies if the protection circuit shuts off the supply. The 5 leds should be on under normal operation. So the supply is staying on even though it is flashing protection. You will have to hunt this one down.
I would start by checking all source voltages.
What is the status of LED D908?
You may want to check components in the protection circuit itself like, QP05, IP04 (especially this one) , IP05 and IP06.
Let me know how those source voltages test.

Is dp06 blinking or just on. Now this question I know is hard to answer but is dp06 mid red or bright red? I think it is suppose to be on with mid red brightness under normal conditions.

It is definitely blinking. Something makes me want to say that it is blinking at a slightly slower frequency than prior to replacing IP01, but that may be an illusion. I would describe the blink as going from mid-red to bright red.
I'll get to work on those voltage checks.

D908 is steady red. On the green LED's, DP15, DP16, DP20, DP21 have a barely discernible blink to them in sync with DP06. DP22 appears to be steady green. Don't know why I didn't see that before, but I'll wager lighting conditions again.

Guess I didn't wait long enough for the LED's to cycle. After about a minute, all but DP22 go dark, then about 30 seconds later, DP22 follows suit.
Voltage readings:

QP05 may be our likely candidate?

I can get to all, but one (that has that waxy blob for wire holding on the circuit board) and they are all 58 - 59V. Seems that I still have not found a way to get the primary circuit in oscillation yet.
