Why are file rounded off to 24fps or 30fps and not 23.976 or 29.97 Which is the best way to go?

I think they are just rounding them off...MediaInfo show my files are 23.976. MKV Merge really doesn't encode anything. It just "merges" the video, audio chapters and subtitles back together in a container file.

I wondered if it had anything to do with the audio getting out of sync. I have one movie I had a lot of problems encoding, Chris Botti with orchestra it is a 29.97fps video and when it was muxed back with the audio by the end it was way off. There was more than 10 minutes more video than audio.
I finally got it by not converting to flac and setting mkvmerge to 29.97
