No idea what is causing this & have to admit that I am technically deficient when compared to most CRT Hobbyist that frequent this forum. it's Super Bowl or bust time!

Going to give the green neckboard a cursory inspection but other than that I am befuddled.

Switch neck boards with one of the others and see if it follows.
