I won't get into the argument, but wasn't there a thread on sourcing new elements? While were at it, we may as well start looking into changing the color. If you are going to do it, then you might as well go to HD colors. What are the coordinates of a non-filtered red tube? Green should be fine, as SD and HD are close. I am guessing no one wants to filter blue.

Let me know what you need. That 1209s is here. THe key with the controller boards is making sure the software is exactly the same between your 1209s/Runco and the replacement board. if your EPROM chips are OK, get another controller board and swap the EPROM chips between the boards.
