Some of the newer upper end model AVR's and Pre-Pros from Onkyo and Integra, among others, are including this type of multi-adjustment video processing in their units. Along with several others and Gamma, included in the adjustments are separate controls for contrast AND brightness for each of R, G and B.
Without the proper calibration equipment, what is the value of such controls?

The only equipment you need for those adjustments are test patterns, some scalers have them built in, or you could use a setup dvd or blu ray such as DVE, or Avia 2
