I am new to the whole video processor bit. I understand the concept. basically converting one signal into a better one that the PJ can produce.

I don't know what one to get though. As I've been reading forums, I've come across some names, but I think I need to be learned on some of these beasts.

What are some suggestions for one and I don't want too high of a cost.

What display do you have and what sources do you have? That's the most important question.

With so many HD sources these days, many of us no longer us a video processor to do scaling up to HD.

Kal is correct. The only people that really use scalers at this point are either the lower end systems that haven't switched to HD and BluRay yet, or the really high end systems where people use scalers to upscale HDTV content, or want to tweak an HD/BluRay signal beyond what's already available via the HD signal.
