ok, finally figured this out!

The only combination so far I got to work is as follows:
MPC-HC video codec
ATI CCC 10.5 driver
applied the ATI HD tweak
In the CCC under the Basic Settings, uncheck Deinterlacing and Pulldown Detection. Another setting to disable is Enforce Smooth Playback.

That did it! perfectly smooth playback in Media Portal.
