since this is doing very low res, I'd go with the old PC solution.

that board design has not changed much is a very long time. I have a few of these boards. Tenage mutant ninja turtles uses the same board.
i have a few for sale if you want different ones
with JAMMA, its plug and chug.

That's the board! The JAMMA output is no problem. I had a hell of a time figuring out the output for the 2nd RGB out on there.
Then it took some work to find a video encoder that would play nice with the board.
Funny you mention TMNT, cause I was telling people I thought you could convert a 6 player Xmen into a 4 player, but it turns out I was thinking you could convert a 4 player TMNT into a 2 player I think. All that needed to be done was some sort of reset to make the board recognize the change.
You wouldn't happen to have any X-men 6-player manuals would you? All I can find is the 4-player version.

The 6 and 4 player boards are pretty different. I don't think the swap works there.

The best I was able to do was run it into my PC with two video capture cards and use either MPC or VLC to flip the image in software.
Basically I started up two instances of MPC and put them side by side and just flipped the one image in the MPC settings. I did this all on one monitor too.
Not quite as nice as having two monitors side by side, but it worked. Plus the issue with two monitors is the bezels that put a lot of space between the two pictures.
I'm pretty sure I used a JROK converter to get the image into something the capture card could understand.
I could never get good answers out of the people selling the various video devices that would make me want to spend that kind of money on something that may or may not work. I was never sure if they would accept the signal coming from the arcade board.

Well it's cool that you got it working. Especially on one monitor. The cheapest device I've found is just under $400.

Is what you did something I could do with a net book? Or do you I need to install hardware? I wouldn't mind the gap. I'd like to use the net book to flip just one of the screens.

I have the Aurora Dido Pro here. Barely used, even with some optional cables. Bought it for splitscreen 2-4 HD (!)channel stuff and picture in picture. Never happend. Great scaling engine, rotaion, mirroring, deinterlacing....

If you just want to use the netbook for one screen I don't see why a USB capture card wouldn't work.
I have a Startech SVID2USB2 and it seems to work fine. It works for normal TV type stuff at least. I didn't have it at the time I was messing with the X-men board though.
You'll also need another device to convert from the arcade board signal to a regular TV signal. I used the JROK encoder for that. That was about 100 bucks I think for all the bells and whistles.

I remember looking into one of their devices. I was never sure if it would be able to handle the output from the arcade board though since it's usually some oddball resolution.

I tested the Dido pro with tons of classic material, including the 240p test disc and nearly all classic consoles. I can say it has one of the best scaling engines out there, but every special use should be tested before. If anyone gives me resolutions and refresh rates, I can generate them and shoot them into the Dido.
