If I connect a BluRay source at 1080p24, will the Moome card be capable of handling that correctly? Will it refresh properly at 72Hz?

No. The moome card does not convert refresh rate nor does it scale the resolution up or down. Whatever resolution/refresh rate you feed the card is passed through.

You need to set the source to whatever refresh rate (and resolution) you want to see.
If you can't, you need a full blown video processor. Example: http://www.curtpalme.com/Radiance.shtm
