It may be completely normal. Runco was notorious for making video processors that only worked with their projectors. The two had to talk together.

What do you want to use this Runco scaler for that you can't just do in your source device or display? (Most have scalers built in these days - displays certainly do).

If you think it's broken and want a replacement, looks like there are ones on eBay for $35-50:

Bad capacitors maybe given the age, don't forget to check the power supply.
