Is there a ranking list of different video scalers/processors?
Looking for something besides Lumagen.
Something with decent amount of inputs and 960P would be great.

That would depend on the features you're looking for. The Lumagen line is definitely the most feature rich and best supported.
Other than Lumagen, few other companies exist other than in the commercial market with speciality very high priced products that do more than just scaling, usually meant for overlay/multichannel work for broadcast industries (companies like Christie, RGBSpectrum, MIG, Kramer, etc).
Even DVDO got out of the consumer scaler market.
What's a "decent amount" of inputs? What kind of inputs do you need? What sources? What display(s)?

Lumagen is the only consumer game in town for HDMI these days. But based on your comment about 960p it appears you are looking for something to handle legacy, pre-HD sources. With that in mind you would want to look at the used market (since you don't want Lumagen) and probably best to look for a Crystalio 3800. Honestly though a Luamgen HDQ will be far easier to find and thus cheaper.

Something under $300 with legacy inputs (HD component, Svid, Composite, etc.) or a recommended switcher to be integrated with a scaler.

Hi,
Some weeks ago, member ‘FAFA94’ was looking for a DVDO VP50.
So I dug my VP50 Pro out of storage, tested it, even built a new reliable power supply for it and made it ready for shipment. Unfortunately, this guy disappeared at one point and now the unit still is available. I can send recent pictures and I would suggest a price of $200 plus shipping costs.
Regards,
