Depends on the swf, but you may be able to use QuickTime. It has a SWF player built in, and you may be able to export, though I don't recall what the QT player supports on Windows. If you can't do it on Windows, I may be able to do it on Mac, but even then it depends on the swf. If it's pure animation, it can be done. If it has ActionScript in it that controls interactivity, that's usually problematic.

Might want to look at ffmpeg. It supports tons of formats.
