Constant humming coming from my Phillips Rear Projection TV

I have a Phillips 60PP9401 Television. It's old, as you can tell, but it's worked fine for me for the past few years. Just last night, it started making this humming noise. There are faint horizontal lines that move from the bottom to top slowly. When I mute the TV, the humming stops. If I turn the volume up, the humming gets louder. When I disconnect the AV cables from the cable box, it stops, but if I just turn the cable box off while the tv is on, it's humming. The TV only hums from the cable box no matter if it's in AV1 or AV2. I have a PS3 hooked up to the YPbPr4 and it looks and sounds find. Can someone steer me in the right direction on what I need to do to stop the humming? I've tried changing the surge protector, it still hums. I tried running the audio/video signal through my surround sound receiver and it still hums. I've tried unplugging the cable box, still humming. I'm thinking it must be a power issue, but I thought I would ask here first. Any information anyone could provide would be greatly appreciated. Sounds to me like the problem is in the cable box. Is it owned by the cable company where you can get it exchanged? I doubt its a power problem since it still hums when the box is unplugged from A/C power. Does the cable box have more then 1 set of A/V outs?
