Two Problems
1. Commercial Blu Rays Need decryption. You can either use the Cyberlink PowerDVD or the Total Media Home Theatre Player to Play Blu rays directly. Or you use a Software for decryption (anddvd, dvdfab) and a stand alone Player frontend (eg MPC-HC). AFAIK the onle free ware solution is to use makemkv beta to generate a mkv file from the Bluray to your harddrive. This mkv can be palyed with any Software you like
2. Start by uninstalling all Codec Packs and do some Research how to do this properly. Your System is messed up with conflicting filters. MPC-HC is a good Piece of software tha comes with all filters you Need. I personally use the madVR renderer for scaling of SD Content and ffdshow Video post processor to mask TV Station logos in recorded programmes but you really don't Need that.
Cheers

Hi Dustbittle, welcome! Where you from?
You need a Bluray reader, a recorder is optional. What operating system do you use to watch Bluray?

A recoder can write disk and read disks. A reader can only read disks.
What version of Windows are you using? Win 7, Win 8, Win 10?
