I've worked on a few of them back in the day. Not really good units, even 10 years ago, and worthless at this point. Probably about $20K when new though.

BTW, if you need a low cost scaler, look for a used Lumagen or Faroudja. Far better and more reliable than the Runco. A bunch of the Runcos suffered from bad caps, causing low output, color shift, etc.

well I found one cheap and wanted a line doubler/quadrupler for converting old rgbs output videogames prior to a scaler, issue is I know the output on most of those is actually 240p
my issue is I do not seem to be getting video from the runco
I dont have my projector setup just yet, so I can't wire it up to that just yet, just testing for functionality at this point

No scaler save perhaps for a Lumagen will convert an RGBS signal to anything. If the Runco has a VGA input, it's simply a passthrough connection from that VGA connector to the 5 BNC outputs.
You should be able to take the RGBS output and connect it directly to your projector RGBHV input. If you use the RGBH inputs, that's equal to RGBS.

Why not run 240p on the projector? Scan lines 6 feet high!
