I know the moome card will not convert the 1080p 24 to a higher refresh rate(should have bought the FURY4) but what is my CHEAPEST option to get 1080p 24 converted to 60 HZ for the Moome card in the 9500?

You can disable 24p from your blu-ray player , then it will convert 24p to 60p. Otherwise you can try the same thing with the AV receiver.

Kal, I agree.....Direct TV does not offer the option.

At what cost? And what are my guarantees it will work? Which models?

Does Direct TV offer 24p? I didn't think it did. I don't see how they could. Only films are shot in 24fps. Most TV shows and commercials are 30 fps. It would be constantly switching back and forth (with a pause from your display - very annoying) if they were to actually allow movies to be shown at 24 fps on Direct TV.
24p is (generally speaking) a Blu-ray only thing.

DirecTV does indeed support 1080p/24, but only on PPV movies. They actually encode and broadcast those channels in 1080p/24, then add 3:2 pull-down in the STB (if 1080p isnt enabled) just like a BD player does. Unlike BD, DTV boxes don't output 1080p/30; only 1080i/60 or 1080p/24 (and 720p and 480p, of course).
