Is there a way to track IP or some other digital footprint to know if a new member is on the black list? eBay makes you use a credit card I think, in order to establish your identity. THat's overkill for a forum. Just curious.

That would keep most out including some current members(myself included)!

All posts are IP tracked. A moderator can click on any post and see who else has posted from the same IP. For example, when I look up your post I see:

IPs can be blacklisted, IP ranges can be blacklisted, as can names and emails.
I tend ot not use them much as most people have IPs that change (DHCP) as that's how ISP's work. If you ban on specific IP, someone else from the same ISP may have issues. Not to mention that it's likely not going to stop the original person as his IP will end up changing every few days.
